I will NEVER buy anything published by Kalypso Media again.

I got a letter from their lawyers claiming i illegaly downloaded and distributed their newest game Deciples.
Wich i did not do, up to that point i didnt know of that games existance.

They have been doing this for over 10 years (you can look it up on google and find a lot of material on it)
So im sure that they know about it.

What a terrible way to treat your paying customers.
Falsely accusing them of piracy and fining them 2500€ (800€ out of court settlement).

I had to contact a lawyer and it was a very stressfull situation.

I hope for nothing but the worst for this company.

I have played a lot of this game. Yes it has almost entirely been on sandbox mode. No I will not take judgement for my life choices to play the game like this. I just want to have fun playing Carribean-island-communism simulator and make a nation-state with so little income disparity that even the jobless live in mansions and eat like El Presidente. This game is fun. Very fun.

This game was what got me into other city building/simulation games, like Cities Skylines. Except with a dash of extra Marxism in the mix. It's fun watching your island nation grow and prosper just on sandbox, until you entirely run out of any possible building space and it's all skyscrapers and you've suddenly made a Carribean Utopia. I wholly recommend this game, even just for the sandbox mode.

Even by today's standards this is STILL one of the best city builder games out there. All it needs is a couple of quality of life adjustments (which you can easily make with the help of the guides available on steam) and you're all set.

Used to play this a little while back in the day without steam.
Then I saw the build your own bundle on Fanatica. The entire game + all dlcs for $1.25
No you didn't mistaken, it is just a buck ish for the entire game + DLCs.

If you like building and loved building sim games, this is something for you. Of course this isn't cities skyline, but it can scratch that itch you had for building sim games.
+Pros:
Buildings upgrades every once and now, You just have to keep a look out for.
If you build things right, people are staying happy for a long time.
Politics is pretty simple.
Shacks can removed and can build apartments to replace them.
You ain't gonna get tire of the music anytime soon.
The Speechese are funny
-Cons:
China is the bad guy this time.
Terran isn't change-able by removing or placing items on top.
Music of the game sometimes dies after a few hours of gameplay.

Overall, it's a pretty solid game back in 2011.
What a great memory to renew after such a long time.

Nice, chilled city builder. I've almost finished the campaign and so far have had a pretty enjoyable time playing Tropico 4. The controls are a bit awkward and take some getting some used to. There is a slight learning curve but the campaign and tutorial do a great job of gradually teaching you different mechanics and how to use certain abilities (edicts) without overwhelming new players. Game runs pretty well too: I had no crashes or bugs.

A lot of old reviews complain about the DLC and it's pricing but it's dirt cheap these days and I picked up the Collector's bundle for less than a quid on fanatical.

The best Tropcio game of the series, if you can nab it with on sale with all the DLC included. I was able to get it on sale for like $10 with all the fancy stuff included- I wouldn't recommend paying full price however.

Full of fun, and personality the later games in the series are severely lacking. Get this one, enjoy it and avoid the trashfires that are 5/6.

My favorite Tropico game!
This game got me into the City Builder games I play often now.

Campaign is fun
Not terrible with difficulty, mistakes make the game hard sometimes but not in a bad way

DLC was cool and inexpensive (especially on sale) Modern Times is the best DLC out of the available.

Don't let the release date fool you, this game still competes with many City Builder / soft management titles released more recently!

Having played 4, 5 and 6, 4 is the clear winner. Its much smaller scaled than the other two (in tropico 4 your base starting population is 50 whereas in 6 its 100) so you actually get to see your people working and moving around. This does however make the combat a bit worse than the other two games as soldiers arent tied to squads so when the rebels rise up you will more than likely have either a single general or el presidente charging into the rebels alone only to get gunned down before the rest of your soldiers arrive.
Apart from that the game is so good and well thought out and actually feels like you are running a state with actual control and the ability to govern your way to the point where whenever elections are due you can just not hold them (in tropico 6 the only way to be non democratic is to have martial law which brings loads of other issues). Just make sure to get all dlc.

Good game, but it quickly gets boring if you don't own any of the DLCs. I personally enjoyed the first few hours of it, after that I just felt like I'm doing nothing other than maintaining what I built and watching my profit growing. Sure there are lots of options and fun stuff to do, but just not enough for this genre. Such games don't take as much time to be developed like First Person Shooter or other similar genres. However, this one was clearly well-developed, but just without enough features and added more features later on as DLC instead of a normal game update. Tropico has always been known for it's unnecessarily expensive DLCs.

Much better than 5, which I played for hundreds-- possibly thousands-- of hours on console since middle school in the mid 2010's. The amount of options in this game vastly outnumber the other titles, save for 6's Palace cosmetics. (which are mediocre anyway) Don't settle for any other entry, if you want the best Tropico experience, look no further.

After I played Cartel Tycoon I got infected with the tycoon virus and I remembered having Tropico 4 in my steam library (full of dust, grabbed for free at some point in the past).
Many people write that Tropico 4 is the best from the series. I can´t tell, because this is my first one, but I will edit later when I can compare.

Tropico 4 is relatively old, so ofc the graphics are outdated, but this doesn´t effect the fun you have with this.
The controls are not intuitive, but after some time you get used to them really fast.

I hate being tossed into a sandbox, just with a tutorial and going on on my own.

In Tropico 4 you can play quests/challenges, so you have a story in each that has a focus on different specific things. In one challenge for example you have to attract tourists to our island and in another you must challenge the balance between import and export, etc.

Despite getting use to the controls, the game itself is really newbie friendly. I am not really familiar with tycoon games and felt somehow that I knew what I was doing and what I should do.

A huge point that makes you love this game is the special humor it has and the freedom it gives you to choose which kind of a ruler you want to be. Was it a normal rollercoaster accident or is it better to blame the CIA?

Pros:

>Very well made city builder/management elements.
>Unique setting.
>Some unique features.
>Good singleplayer campaign.
>Lots of well placed humor.
>Good sound track.

Cons:

>The pace of gameplay is somewhat slow especially at the start of missions.
>Some repetitiveness in terms of the gameplay itself such as resource gathering,
building & researching however this would depend on the person.

As one of the best of the city-builder/management genre it is a must play for fans of the genre or those with an interest in economics and sociopolitics.

Overall I give it a 8/10

A good city-building game with decent micromanagement of your people's wages, job quality, skills, and taxes, which is better than its successors (Tropico 5 and 6).
The only problem is the farm and plantation don't specifically give space grid line for farming. Others seem fine.

A game where you create a so-called communist utopia through capitalism. As a communist dictator, you can arrest and eliminate political party oppositions thereby ensuring supreme rule. Players are scored based on the amount of money siphoned off of the economy into the dictator's Swiss bank account. Overall a good city building game with heavy emphasis on economics and sociopolitics, while also presenting a satirical look at the folly of communism.

My first forray into Tropico and what a perfect introduction! Fun gameplay, good challenges, a unique and interesting way to grow your tiny island empire. I can envision myself dropping hundreds of hours into these games. And even though it's not the newest, it still looks great and feels like a modern game

Is it a great game? Yes it is! Possibly the best in the series (at 2020)
Is it full of bugs? oh my, it has so many bugs that you may never see the ending!
Would you recommend it if it had no bugs? Yes, absolutely!
Would you recommend it as it is? Definitely not, my friend

The best refinement of the classic Tropico formula. Having no eras but a fixed tech progression is both a plus and a minus, as you can quickly build a lot of high profit buildings early on without doing research but you are unable to change the pace of new technology. No eras also mean no arbitrary building and edict limitations, which means you can build cheap, efficient apartments very early on. These kinds of min-maxing possibilities make Tropico 4 feel much more open than the later entries in the series. Worth a try, even if you already played Tropicos 5 and 6.

Only been playing a few days but really enjoying it - I haven't accidentally stayed up until 5am playing a game in many years, but this one just draws me in! The soundtrack is great but can get repetitive - I recommend playing a thematically-appropriate Pandora station underneath to avoid burning out.

I have Tropico 4, 5 & 6. I wanted to like 5 & 6 more as they are newer games but there is no comparison: Tropico 4 is the most enjoyable to play. The graphics on the newer games are better but only slightly. The gameplay however is vastly different. Tropico 4 balances perfectly the guiding hand of missions building on one another while Tropico 6 missions have little if anything to do with one another. The music in this game (which you will be listening to for hours upon hours as the game is very addictive) is vastly superior to the other games. I rarely notice music in games but the Tropico 4's music is very good; good enough for me to want to go make some good Cuban food or some other tropical dish (Jerk Chicken). Overall this game is the best in the series and I would recommend it over all the other games. For what it's worth, I installed Tropico 6 recently and wanted to like it but after a few minutes re-installed Tropico 4 and haven't looked back.

This might be one of my favorite computer games of all time, and that's coming from a cynical person who normally doesn't enjoy making light of the real life oppression and suffering of generations of Central Americans living in real life banana-republics. However, I am at a loss of words (bad ones I mean) for this game. Maybe its the underlying dark humor of the game, sarcastically satirizing the oppressive tendencies of those obscure dictators from even obscurer countries, and the various personality traits (you can choose from like a hundred during character creation) that really make them so despicable. Or maybe its the joy of leeching off Cold War geo-politics, getting cozy with the Soviet Union to obtain subsidies for all those necessary farms and tenemants for your ever-growing nation, only to then kick them out and suck up to the U S of A to get those nice mining and manufacturing loans. But I honestly believe, at the end of the day, we all secretly just want to be our own version of Fidel Castro, and lord over thousands of fictional citizens in our self made empire

So you can't play this without an account now, and I'm just sick of having to give out an email and jump through another set of hoops to use something I paid for. I enjoyed this very much years ago, back when I didn't have to create an account. On top of that, tropico 5 was a POS and there are reports of scummy tactics since the release of 6. Don't spend your money here

A great game that I have enjoyed a lot, but can't run on my computer due to the inane Kalypso launcher. I used to play this game just fine, but since upgrading my laptop this game won't get past the launcher. Nothing on the forums has helped, and this game has been rendered unplayable. A shame, since it truly was a fun game.

So you've been watching gameplay of Tropico 6 but don't have $50? Well for $25 (This includes all dlcs) you can have a fun time as well.

- Long campaigns
- Multiple sandbox missions (Some good, some stupid)
- Go from the cold war to modern times
- Atmospheric setting makes you really feel like you're a corrupt capitalist Caribbean crony managing an island nation.
- Get missions and praise from OG Penultimo
- Older game from 2011 means your shitbox Pc can run it smoothly

Solid 8/10

A budget city builder that I have grown to love. There is more strategy involved with this game. Instead of adding more police stations just change policing policy. Are the people unhappy? Use instigators to draw them out and have them arrested. As far as a city builder management game Tropico is less simulation and more arcade like. You can have humorous fun while solving problems. There is always more than one way to accomplish something. Unlike other city builders where there is a right way and a wrong way. tropico embraces minor mistakes rather than punish them. It makes light of them and allows you to move on while learning and laughing. If you are looking for a little more whimsy to your city building simulations Tropico is worth trying.

Tropico 4 is the pinnacle of the original Tropico games in the final evolution of it's first engine. It's still a parody of a dictator simulation while also being a satire of itself and the genre. It still contains the most customization for island decorations and presidente backgrounds than any other in the series (even more than 5 or 6)

5 and 6 are good games, but they are not the original Tropico. Tropico 4 is the last of the true Tropico games. 5 and 6 just do their own thing.

The best of Tropico franchise, when bought with all DLCs (this summer sale let me have it all for less than ten bucks). Seriously, 5 and 6 are worse, they added irrelevant and bothersome systems, which detract you from building / economy balancing gameplay, which is what Tropico franchise is famous for. 4 is still the best, IMHO.

I love all Tropico and this one is perhaps the fave. I have not played 6. If you can't run 5 or 6, 4 is an excellent choice. It runs well and the mission sense is about the same. There are no managers, which were given to us in 5. I like this, because the managers were the least streamlined part of 5. 4 plays faster in general due to less micromanaging. Kalypso did add a login, but they also added a store, discounts, and bonuses for the games you own. I got a 20% off randomly this week. Their store is STEAM based. It's a lot less intrusive then say EA. Tropico 4 stands on it's own and is a great game, despite being older now. My game time doesn't reflect that I own 2 copies, 1 on gog. I'm redoing the achievements here: that's how much I love Tropico.

The tutorial leaves a lot to be desired but the base game works well. The story is nothing to write home about but the real catch is the sandbox in this game for me.

Clever irony about a Latin American banana republic and how cynical the great powers can be! Moreover, humor is very good as each of the various political groups are portrayed cleverly..

The mood is constantly cheerful, thanks to the music that keeps lifting up one's mood and the great satire!

This is certainly one of the best city builders.

The learning curve can be steep, but you get the hang of it if this genre of games is your cup of tea. Generally you need to do what the tutorial said and not to expand too fast or too far. Always build garages first about every 16-20 squares. Always work towards never having people homeless and enough homes for everyone. No rent for homes is better than having people living in shacks. Shacks generate crime and pollution. Basically removing the problem with shacks and keeping the profits up is half the way to keep things going well.

Suggestion:
The political aspect I feel could be more developed but it's already impressive what this game offers. Would love more content focused not only on a dictatorship in Latin America but also other regions such as Africa, Asia. The music can be easily just as catchy:

Good campaign mode, if quite repetitive. The maps are bigger but somehow not enough for lategame cities. Still it's one of the good builder available, even considering its sequels, and almost nine years since launch holds up well. Foreign requests can go die in a fire though, not gonna miss it.

In my ongoing and likely futile effort to write a Steam review for every game in my library (#252 out of 558)... it's time for Tropico 4.

Tropico 4 is a city construction and management simulator in the vein of SimCity, with a few critical differences that ultimately make it much more interesting and memorable. First and most obviously is the setting: an unnamed, newly-independent island nation in the Caribbean. This imbues the game with a lot more character than you'd expect from the much more generic settings that typify the genre. Beyond that, you can explore and interact with citizens much more directly, making micromanaging populations much more compelling, and also have to deal with international politics. Being a small nation you are, as you might expect, forced to endure the demands and suffer the whims of greater powers. This international context provides a fantastic layering of depth to the overall experience, as no matter what you do, you do it with the knowledge that the rest of the world is watching--and judging.

Enjoyed the game for the political humor, city building and the campaign story line.
My only major complain is needing bigger roads! Traffic is a huge nightmare at 1000 population upward.
Lots of fun avatar traits to pick up purely for role playing.
Campaign can become repetitive if min maxing strategies. Easily cruise through everything the game throws at you with the same method. It is a moderately simple and relaxing game to chill to the music and watch things happen. I love the soundtrack, I wish there are more tracks.

Also note: Need basic understanding of various political leanings to enjoy the extra bits in the game.

Edit: Review is based on Vanilla game with no DLC
