    Über das Spiel

Taking place from 1936-64, Arsenal of Democracy lets you play as any nation during the era of WW2, complete with detailed models for economics, diplomacy, research, and intelligence. Warfare is also fully represented with all three branches of operations: land, sea, and air. The game builds on the experience and community input of the successful Hearts of Iron titles.
Developed by BL-Logic, a development studio made up of fans of the series and active members of the modding community, Arsenal of Democracy is the ultimate World War II simulation. It is described by Project Leader Lennart Berg as "Hearts of Iron II on steroids!"

War game set during the Second World War through the early Cold War. Several scenarios to choose from, and different nations in each. A bit difficult to master, and the gameplay isn’t so easy to a rookie. But decent enough for a wargamer. Besides, it is a good test game for the series. Recommend.

The game runs in a window that's about a quarter of the screen. Apparently, you have to manually configure it to change that. All I've done so far is tutorials that I can't read because of the color of the text and the tiny size of the window. I'll be passing on playing the game since the devs can't be bothered to make the game playable. Even with a huge discount, I'd pass on this mess.

A big thank you to the developers who created this version and STILL update it after all these years. Like HOI2, It may be the best WWII simulation ever- and I have tried most of them. It's deep and complex, with military, political and economic decisions that resonate. I abhor micro management, but the additional tech tree slots and a few other tidbits are enjoyable to manage.
Commanders, armies, ships, air forces are all fully realized with actual division and ship names. It tracks stats like crazy- casualties, battles won/lost etc. Give it a try if you are a WWII or wargame fan.

I cannot possibly write a review detailed enough to do the complexity of this game justice, so I will deliberately make it short: Arsenal of Democracy was one of my favourite global strategy games, back when Paradox still published actual games instead of DLC packs. I was really happy to see it still being maintained and updated, many years after its release. However, in my opinion, the last patch(es) made the game worse instead of improving it.

The updates to the AI (which admittedly manages its forces much more competently on the tactical level but still often acts helplessly on the grander scale) exposed a number of flaws in the game mechanics that were present before but did not show quite as glaringly in previous versions. Instead of fighting an enemy, even if it was a simulated, not always convincing effigy, I now have to fight and abuse the game's mechanics in order to win. Now Arsenal of Democracy is more work than fun for me.

In theory, it is possible to go back to older versions through Steam's beta feature. The oldest version I can select there at this moment is 1.07, which, as far as I remember, was the last one that I liked. Sadly, 1.07 doesn't seem to want to run on Windows 10. So instead of further tainting good memories by playing the later, inferior versions, I will instead just remember AoD the way it was, the way I liked it. No offense to the developers intended, I really appreciate that they're still maintaining this software. But the direction they're taking is just not for me.

Played the Original HOI from my very first copy up until HOI 4, This is the best of the series. HOI 2 is and will continue to be the greatest Paradox game ever created.

Dont be fooled by my low hours of steam gameplay.

There are many large learning curves for any player never played a paradox Grand strategy before there are also big learning curves for thoes who have jumped into this game coming from a more modern view of paradox automation.

after playing this HOI 4 dosnt compare this is what a strategy game looks like paradox dont you remember?

The game is seriously imbalanced in favor of the Germans. When playing Germany, it is a breeze to knock out the Soviets-just crank out a large amount of 1941 MOT and overrun the Soviets. When not playing the Germans, it is a waiting game to see if the German AI defeats the Soviet AI. In most cases, the Germans win at Normal difficulty. When playing the Soviets, it is a pretty tough fight to survive against the German AI invading in 1941 at normal difficulty which shouldn't be the case for a competent human that has played HOI2 for over 7,000 hours. The game has many interesting new concepts but there isn't much fun playing the game except if you want to be the all conquering Germans.

Despite some flaws, Arsenal of Democracy represents the best, most balanced, and dynamic WW2-Early Cold war simulation in the Hearts of Iron series. While I give this game a thumbs up, I think there are still some significant flaws which can make the experience a bit frustrating:

    1. Naval invasion AI. Like all HoI games, the AI has never been very good at naval invasions, which cripples the allies, D-Day, if it happens, will only happen when the Germans are so weakened by the soviets, that the reds will have taken mainland europe anyway. I've never seen a situation where the allied AI manages to create a real second front to take pressure off the soviets.
    2. Germans steamroll soviets more often than not. In my experience, 75% of the time the Germans completely destroy the Soviets by 1943, sometimes as early as 1 year after the eastern war starts. German tanks can be in central asia by late 1941.
    3. AI doesn't seem to suffer from the same supply problems as the player. Keeping a large number of troops on a hostile front without a solid supply line will cripple your armies. Despite this, the AI seems to have no problem stacking troops in these same provinces. A player italy will have problems even keeping enough troops supplied to hold north africa, while AI italy seems to be able to take over the entire continent without breaking a sweat.
Nukes cause too much dissent. If the soviets manage to nuke the US twice, the country will pretty much collapse into anarchy. Same goes for the soviets, the nukes are punishing enough when they take out massive portions of an industrial base, 40% dissent seems like too much.

Despite these problems, if you get a good game going by praying to the RNG AI gods, it's an extremely technical simulation of this time period, and worth trying out if that idea interests you.

10 years on and it is still the best WWII strategy game of its type out there. In some ways this game has got better with age as PC's being 10 years more powerful the game runs well to the later game stages, and lags much less these days. It is true the the AI is limited, but the attempt to stick to historical events is admirable. AoD right balance of strategy, challenge and enjoyment. There are also some well publicised in game cheats which mean you can in effect change history or create a stronger opponent, should you want to.

I have tried the games which have come since AoD, but they just don't compare and often try too hard to compete. AOD remains the standard barer for this type of game. 5 Stars.

Great game, always has been, always will be. The only disapointment is that the photos of the game on Steam show the game with a sprite pack similar to the other HoI2 based games. Instead your units are little squares, it is a familiar visual, but I prefer to see troops rather than boxes. Any way we can get a sprite pack... or anyone hook me up with somewhere I can find one?

During play (i led USA, USSR, France and Reich) I felt that this mode of HOI2 was developed by people with great passion about history of XX century around WW2. I very like basic version (HoI2), but many new features covered in this mode gave me a lot of fun and satisfaction during play. Especially, regarding new economical and political options and combat modifications. I also played another, more sophisticated mod of HOI2 - Darkest Hour. Both of them (AoD and DH) are in my opinion GREAT.

AoD has a good balance between difficulty and detail. While the AI is still mediocre most of the time, limiting some behavior on your part will often give a fun and even unique WW2 experience (as an example: I rarely build paratroopers, the AI doesn't seem to know how to use or defend against them). I would recommend this over most of the other Hearts of Iron up to 3 since I have yet to try 4.

I played the first hoi2 more than 10 years ago. I have spent several thousands of hours enjoying different hoi2 versions, mostly against AI, but I cant recommend it as it is now, unless you already are player of some other variant, love it, and know how to use cheats, create mods and events in order to get a challenging campaign.

First this game was created by people who understood and/or created the game mecanhics. So the war played out mostly according to history and pretty much every nation on earth was a nice play and a possible path to become a major power. At some point the creators most probably left and moved on to other projects, but did however leave some dedicated people with the task of fixing bugs and to do further developing. This was a mixed blessing, as whoever have been assigned thoughout the years they have lacked the full understanding of the game. Some things improved, but at a cost that made the game unhistorical, imbalanced and pretty broken. As it is now, every scenario execpt the 1936 and 1945 Cold war clash will create an overpowered Soviet Union. However The 1936 scenario on the opposite creates a Germany that destroys Soviet in 1941, unless its army runs out oil first. (Current German AI more or less only buils army units that are motorised. Anybody else cringe at this totally unrealistic behavoir?)

The 1945 starts with a nuke attack on Moscow that totally cripples Soviet Union and leaves its units unsupplied and starving. Meanwhile Allied Airforce zero production capacity and supply for all Soviet sattelites. I.e quickest possible total defeat for SU. No other outcome is even possible for the best player against stupid AI. (To play this scenario you must first start as US and abort the nuke attack and restart as Soviet or continue as Allied without using nukes. I would love to hear somebody prove me wrong on this one.)

Nowadays minor nations are impossible to play without cheats. This because one of the later major changes was to radically increase production of AI-controlled nations while providing them with free research, quickly making your minor nation the weakest econmy on earth or without armed forces.

It is still possible to have alittle bit of fun by playing the AI in 36 as SU (or as Nat. China going for taking out all the 3 fractions). The 38 39 and 41 scenarios can also be a short while of fun as Germany (or Italy), before you have chrushed everybody else in 2 years or so, but there are a very few other options left to get a good game going (Eg France starting 39 defeating Germany in 1940 and than moving on to take on SU and Japan). Otherwise you got the creativity and know-how what to modify, balance and correct yourself in order to make it fly.

One of the game biggest basic flaws is the supply system that doesnt reflect the impossible logistic feat in moving large armies over great distances in the wilderness. This makes world conquest way too quick, cheap and easy.

All this said about the flaws of game - and much more could have been adressed - I would also in all fairness like add that if this game comes at a low price, you will get still get good value for your money if you never played a hoi2 game and enjoy ww2 grand strategy.

Similar to it's fellow HOI2 mod Darkest Hour, AoD is HOI2 with some pretty nice improvements. While DH added more actual game content (including WW1), AoD focuses more on improving upon what already existed in HOI2. The result is that the WW2 you fight in this is a better experience than the vanilla game, and that was an excellent game already. With that said, I prefer Darkest Hour to this simply because there is more stuff there even if it is not quite as well-polished as it is here.

Strategy nerds and fellow psychos will find much to like here. It's old, but still good. :)
