Step #1: read and understand the mission briefing and the win and defeat conditions
First of all. There is nothing to worry about, whether you've already played the original Pharaoh or not. One of the first things you absolutely need to focus on when starting to play Pharaoh: A New Era is the mission briefing that will sum up the main objectives to achieve and how to avoid defeat.
Step #2: Place your first plots of housing
After reading the mission briefing, it's time to start building the foundation of your dream kingdom. It all starts with the construction of plots of housing to populate the unoccupied lands of your future empire. Place the first housing to provide migrants with a suitable place to live.

Step #3 Access to water is the key
To offer a better standard of living and upgrade your citizens' housing, it's important to place wells nearby their households in other words on lands with underlying groundwater (noticeable with grass growing on them).
Step #4: these are the services you'll need to guarantee the safety of your citizens and workers
Once the first buildings and housing are placed and water supplies are provided, it's time to build an architect's office as well as a fire station to prevent any fire or collapse. Other useful services will be available later on (police station, doctor, apothecary, courthouse, etc.).
Step #5: local trade and exploitation of the kingdom's resources
Each kingdom has its specific layout, resources, and wildlife. To ensure good exploitation of the resources present in your kingdom it's essential to build:- Hunting lodges to hunt the wild animals that populated the kingdom's lands and deliver the meat to the Granaries
- Granaries to preserve the meat and deliver it to distributors
- Bazaar to guarantee distribution to your citizens

- Recruitment camps near the lands that will be plowed and cultivated
- Plots of chickpeas, barley, and other resources
- Mine to exploit the lands that abound in precious stones such as gold
- Clay pits, potteries, etc.
Step #6: Recruit and keep an eye on the % of unemployment
It's important to install services that require manpower in proportion to the number of working-age inhabitants. If you do not pay attention to the % of unemployment, a shortage of workers is to be expected.
Step #7: Make the kingdom prosper
You need to develop local trade in order to make the kingdom prosper and develop the services to improve the standard of living and well-being of your citizens. Once the kingdom will be fully industrialized, it's necessary to build a palace that will store most of the city's treasure and a tax collector's office.
Step #8: Enhance the desirability rate of the kingdom:
Do your best to make your Kingdom a beautiful and peaceful place to live in for your inhabitants. Developing entertainment (juggling or dancing schools etc.), building temples and shrines in honor of the gods, or embellishing the city with gardens or ornate paving stones all contribute to the desirability of the city. Keep an eye on the rating overseer to learn more about what your citizens expect.
Step #9: Keep the Gods pleased
Each god (Bast, Ra, Osiris, etc.) has its own temple and shrine dedicated. Build them near the households to worship them. Their blessings guarantee many benefits such as a bumper crop or a remarkable abundance of raw materials. However, if they aren't worshiped enough, your city will suffer the wrath of the gods.
Step #10: Hold a festival in honor of the Gods
To keep the gods pleased, your citizen entertained and your kingdom more desirable, build Festival squares on a four-way intersection and hold one in honor of Bast, Osiris, Ra, or any other god that needs to be worshiped. Festivals temporarily improve the gods' mood and increase your chances of getting your kingdom blessed.
