Re-offending fines completely break you. Yes Paradox I would love to build more reform focused buildings in my prison but I can't afford it due to all the reoffending fines you keep slapping me with.

The re-offending fine is 10k, and I dont know how anyone hasnt mentioned this yet. It's insanely harsh to the point where in the early game where I was building my prison i was suddenly slapped with 3 re-offending fines and lost all my money so i couldnt actually improve the prison to improve my re-offending rate. This continued with the game continuing to punish me insanely harshly with the fines until i just gave up. I wouldn't get this one.

Yes the DLC is full of bugs still, yes that also goes for all the other DLC and the base game... But the real issue I have here is the content in this DLC, and the lack thereof of relevant DLC.

- The Bakery and Restaurant are what you'd expect. New rooms that allow prisoners and even civillians to purchase and eat your foods with unique behaviors.

- The new Reform programs are like the ones in vanilla: More programs that involve your prisoners standing around for a few hours, no unique behaviors.

- The average reoffending rate of your prisoners affects your income which is one of the few changes in this DLC I actually really like... Shame with the Going Green DLC, money never has never been a issue for me again since farming is still stupid OP.

- Prison sentences increasing or decreasing should be in the base game. It's such a basic feature that should've been in the base game... Guess they had to really try and justify people buying this?

- Prisoners reoffending and returning to prison should be in the base game. Again, such a basic feature that really deserves base game integration.

- ALL of your reoffend-and-return prisoners are legendary which I REALLY don't like. It's bad enough you get a fine, but forcing me to adopt legendaries isn't cool. Give us a toggle please.

So that's pretty much all there is to offer with this DLC... Two basic features that should be in the base game, new reforms(just prisoners standing around) that a modder can easily recreate and two new rooms that're completely irrelevant to prison life.
And yeah, that's my biggest gripe with not only this DLC, but this game now. The majority of the new content we're receiving is completely irrelevant to Prison life. Why would I care about running a restaurant or a bakery when I'm running a PRISON? Why would I care about being ecofriendly when I'm running a PRISON?
When are we finally going to receive DLC that has relevancy with this game's subject, such as corruption, abuse, equipment variety, staff personalities, prisoners forming friendships + rivalries + vendettas, etc? I would gladly drop $20 if all of those were in a DLC.
And of course, the developers really need to spend some time and fix all these bugs.

I bought this with the hope that they might actually use some of the money they make to fix all of the bugs in the game that they have known about for a very long time.

I am giving this a thumbs down because I do not agree with pouring more and more DLC into a game when they just create more issues and don't bother fixing any of them.

Paywalling uniform colors was a very scummy decision. Especially for a company as large as they are. Dirty.

I love this game but every new DLC contains game breaking bugs, the previous one had an issue with reform always been at 100% (https://i.imgur.com/3uvf7qM.png) , an issue that took until this DLC to get fixed, so about 3 months or so. This one has an issue were you cannot change the security level of your prisoners, meaning you can't separate murderers or protective custody. It is really beyond a joke, i mean how did they test the new prisoner uniforms colour if they didn't try to do this? If the bugs were patched promptly and quickly, I wouldn't mind as much but it may be months before some of the reported issues are fixed (there are still bugs from Going Green in the game).

Disappointing when you want to get back into the game because of new content but the bugs make it hard to enjoy.

Edit: A hotfix did fix the security change issue in 2 days, which is surprisingly fast for Paradox. Although it did technically entirely break another one of their DLCs so maybe that is why? There are still many, many issues though (like Solitary prisoners walking around in handcuffs during 'Freetime' instead of been in, you know, Solitary?) and it is beginning to look like modders will have to fix what the developers simply won't.

Once again Paradox has released another DLC that breaks the base game...whats funny is one of the breaks is a main feature of a previous DLC. Second time in a row now with these releases. Bracing for 2 weeks without news full of blocking people on forums, deleting threads, and a then small update to make it playable again.
I will take this down when the game works again. As an original player from the alpha days, I'm annoyed and overall just saddened by what this project has become.

Normally I'm pretty skeptical when Paradox introduces a new DLC. Usually it comes with more bugs than features but this is different. I have only found one bug which is that my bunk beds in a dormitory only counted as one capacity instead of two. This time I was greeted with a plethora of new features that I wanted to use. My only recommendations for improvement are to add a tutorial with future DLCs to help players understand what everything is for and to remove custom uniforms from the paywall. Overall, the best DLC that Paradox has ever made and it even has enough content for me to consider worthy of having to pay $5 for and if you buy it as the only item in the lock-down bundle you get an additional discount.
