Das Spiel hat mich echt enttäuscht. Seit Jahren warten wir alle auf einen würdigen Nachfolger von Gangsters I und Gangsters II... das ist eine gigantische Lücke im PC-Spielesortiment, die ich einfach nicht verstehe. Es gab und gibt so viele Fans. Die Foren und Lets Plays sind voll von Bitten um eine Neuauflage. Und wenn alle 7... 8 Jahre endlich mal ein Mafia-Strategiespiel rauskommt, dann ist es Murks, so wie Omerta.
Die Grafik und die Musik ist ausreichend gut, aber das war es dann auch schon. Die Strategiephase im Spiel hat keinen Tiefgang. Es ist zu einfach. Keine Simulation einer Untergrundwirtschaft. Kein Revier-Streitigmachen, keine Hinterhalte legen, keine Kämpfe und keine illegale Läden übernehmen. Schlichtweg: Kein Gangsters-Feeling.
Noch schlimmer sind dann aber die Kämpfe im RPG-Stil. Die hätte man sich ganz sparen können, aber wenn man sie schon (zusätzlich) macht, dann bitte richtig: Sie sind unlogisch und zu schwer und vor allem super frustrierend. Man selbst trifft selten, der Gegner aus irgendeinen Grund viel öfter. Dabei agiert die KI dämlich, geht nicht in Deckung etc... nach ein paarmal wirft man hin und deinstalliert den Mist, um Speicherplatz freizuhalten für ein echtes Gangsters III. Ich hoffe weiter drauf, liebe Entwickler...

Der Aufbau einer eigenen Gangsterbande mit Wirtschaftsaufbau und Kämpfen. Vorab kurz: Das Spiel ist aus dem Jahre 2013!

Allgemeiner Storyteil:
Man spielt sich von Mission durch Mission, wobei es grundlegend in den Distrikten immer das Gleiche ist. Man wählt seine Crew aus (oder muss sie sich zusammensuchen), schickt diese auf Aufträge z.B. Gebäude zu kaufen und so die eigene Wirtschaft und das Einkommen anzukurbeln. Die ausgewählten Charaktere werden auch in den stattfindenden Kämpfen eingesetzt.

Multiplayer:
Schöne Idee, gehen aber leider nur die Kämpfe und ich persönlich finde den Aufbau wesentlich interssanter.

Kämpfe:
Diese finden hier aus der eher Top-Down Perspektive statt (siehe auch die Bilder). Hier ist es interessant wie unterschiedlich man manches Spielen kann, z.B. nur Nahkämpfer nehmen, oder Fernkämpfer, wild durchmischen, etc. Jeder Charakter hat mit seinen Fähigkeiten so seine Vor-und Nachteile. Doch sollte man bei diesen nicht so große Schwierigkeiten haben das Richtige zu finden.

Kampagne:
Die Grundkampagne ist eigentlich relativ einfach, wenn man mal raus hat wie man seine Wirtschaft aufzubauen hat. Lediglich der Abschlusskampf ich gefühlt 100x schwerer als alles was man vorher gemacht hat. Hier ist es wirklich notwendig sich reinzufuchsen damit man das schafft und einfach nicht aufzugeben.

Fazit:
Für ein Spiel aus dem Jahr 2013 ist es schon ziemlich cool, auch wenn manchen Leuten die Grafik wohl nicht gut genug sein wird. Die Steuerung ist bis auf die Übersichtskarte auch mit der Maus zu tätigen, also ein sehr chilliges Gameplay. Ich für meinen Teil hatte sehr viel Spaß damit (siehe Stundenanzahl). Jeder der auf die wirtschaftliche Komponente mit Kämpfen steht sollte zumindest mal einen Blick auf die kostenlose Demo wagen.

Aus aktuellen Anlass kramte ich es wieder aus und bin begeistert.

Die Musik, die Sprache, die Story, das Gameplay einfach top und besser als die miese Version von Paradox.

+ Mischung aus Wirtschaft/Aufbau und Rundenkämpfen
+ Sichtlinien in Kämpfen
+ passable Kulisse
+ zerstörbare Deckung
+ Aufbau einer schlagkräftigen Gang

-Kontra:

- oberflächliches, leicht zu durchschauendes Wirtschaftssystem
- unlogisches sowie inkonsequentes Deckungssystem
- schwache KI
- keinerlei Herausforderung im Wirtschaftsbereich
- gleichförmiger Spielablauf
- spaßfreier Sandkasten- Modus
- schwache Präsentation

Fazit: Es hat mich leider absolut nicht überzeugt. Daher gebe ich keine Kaufempfehlung dafür raus.

Wer von euch noch zu der Generation gehört (die so wie ich mit nem C64 gross geworden ist) der erinnert sich vielleicht noch an das Spiel Mafia Games.
Das selbe Spielprinzip, nur mit richtiger Grafik ;)
In Omerta startet man eine Karriere als Mafiosi im Amerika der 30er Jahre.
Man erledigt Aufträge, stellt sich eine Crew zusammen und baut sich sein Imperium auf.
Dazu kommt noch das man seinen Charakter nach jedem Level-Up neue Skills hinzufügen kann um sich selbst und seine Crew individueller zu gestallten.
Das Spiel macht richtig Spass und wenn man auf das Szenario steht und eine Mischung aus Gangster Action und WirtschaftsAufbau mag ist man hier genau richtig.
Die Kämpfe muss man nicht selber austragen, das macht der Computer wahlweise, das ist auch besser so, da sie teilweise auf der leichtesten Stufe schon sehr knackig sind.
Eine klare Kaufempfehlung meinerseits...
P.S. wem der Preis zu teuer ist, noch ein Tip, im Moment ist das Spiel im Humble Bundle sehr sehr günstig zu bekommen ;)

Ich habe Omerta als Gratisbeigabe für meine Tropico5-Vorbestellung erhalten. Als Gratisbeigabe ist es auch ganz nett, kaufen würde ich es allerdings nicht.

Die grundlegende Spielidee ist eigentlich interessant und die Spielmechanik funktioniert sehr gut. Insbesondere die taktischen Kämpfe haben mir gefallen.

Blöd ist nur, dass die einzelnen Kämpfe von einem Aufbauspiel eingerahmt werden, dem es deutlich an Inhalt fehlt. Es gibt gerade mal eine handvoll verschiedener Gebäude und so gut wie keine Produktionsketten. In einem Endlosspiel hat man nach circa 10 Minuten alles gesehen, was die Aufbausimulation zu bieten hat. In 30 Minuten ist man dann auch mit der Karte fertig, da es kaum Bauplätze gibt.

In meinen ersten Spielen habe ich noch verzweifelt nach einem Forschungssystem gesucht, weil ich nicht glauben konnte, das man tatsächlich keine weiteren gebäude, Produktionsketten, Spielmechaniken etc freischalten kann.

Ok, so I recently install the game again after not playing it for 7 years. I couldn't remember why I stopped playing it back then and it took me a couple of hours to figure it out.
This is not fundamentally bad game, it just gets repetitive very quickly and the story is extremely non-engaging so the whole experience becomes boring grinding with very little reward.
I wouldn't buy it again, even on sale.

The Good


  • Voice acting, sound design and music is great.


The Bad


  • The game plays very similarly to a mobile game. It's a money making engine where you earn money to acquire real estate. You aquire real estate so you can build a venture that will help you earn more money. Rinse. Repeat.
  • Gameplay designed is marred by player restriction. Each stage/level has a limited number of buildings spots. Empire building is very restrictive as you eventually run out of things to do very quickly.
  • Every stage/level is a new neighborhood that forces you to restart everything you've built from the previous part of town. This feels like completing a series of challenges rather than empire building.
  • Combat is frustrating and repetitive, marred by dumb AI and limited by the lack of tactical actions. For example, you can only take cover behind designated spots on the map.


Final Thoughts


Omerta - City of Gangsters is a badly executed criminal empire building game built around restricting player options. It's shallow and uninteresting despite being a pretty good looking game. This game usually goes on sale because it would be criminal to charge more than $10 for such a poorly made game.

This game isn't bad and I kinda like the combat. It can be challenging and is turned based. Move your guys trying to keep cover and use a variety of weapons and abilities. The rest is expanding your business. Buying property and doing different tasks. It can be repetitive after awhile. Like many games. Good game for screwing around.

Feels like something that seems interesting at first but then falls short as you work your way through the campaign. Gang size is limited to 4, and sometimes 3 on missions, where your taking on 7 or more enemies.
Perks system for bonuses, and the other elements like muscle, toughness, etc don't make much sense, as if they were put there to help the mechanics of game play. Percentages to hit in combat also feel more randomised rather than realistic. I can miss several times in a row with high chances, but land 1 or 2 out of 4 shots with low percentages... There is also no way to speed up the game play in the campaign so 36 hours of waiting around while your mobster characters complete tasks while you wait or watch YouTube - it doesn't make for an engaging experience. Save your hard earned money and look for something else.

This is right up my alley I love empire building, I love any game that has an organized crime aspect, and if anyone every wanted to take this game and update and improve on it I think that would be a very good thing to do.

I owned this game for many years and never gave it much thought since the interface and graphics didn't grab me. I was disappointed with all the new mafia games that came out so I gave this game another shot.

Even though the economy isn't that deep and the combat is hit or miss. Once you get farther in the campaign, get some money coming in, get your crew some good weapons the game is lots of fun. The story line is satisfactory and keeps up well with the atmosphere. Probably my biggest gripe is the music changes every time you save the game.

Don't expect triple A quality but with a sale price with the vibe of the game its well worth it!

8 years later and this game still hits the right note. This game has a great balance of strategy and immersive turn-based combat. The campaigns have a good number of missions taking a good amount of time - enough so that you don't fall asleep, but also enough so that you feel you have earned getting past the finish line. With some references to real-life gangs and gangsters, you feel as if you are part of the Roaring 20s. A plethora of choices for your crew, their weapons, and their statistics, City of Gangsters manages to give the user a lot of customisation and freedom despite the rather linear campaign. This way, you can personalise your 'gang' to your very needs, which is important in a game where you are the Don. Would recommend to anyone looking for strategy/boardgame.

I actually liked the tactical combat part of this game, but the strategic layer is about as deep as a Facebook clicker game. What's worse, nothing that happens in the tactical combat really carries over. Your characters only level up at certain points in the story so doing any extra tactical combat is just a massive waste of time outside mandatory story missions. In fact, I ended up just auto-resolving combat and oddly never failed that roll, which was weird.

A game with a great setting and lots of potential that just completely fails in execution.

(NOTE: The multiplayer doesn't work on this game any more, so please factor that into your purchasing decision)

I got this game when it originally came out, but have just now gone back through and beaten it and I really like it. The characters are weird, whacky and charming. I like that you can choose the gang members and that there are a lot of different missions that do teach you about the different strategies of the game in a subtle way if you pay attention.

The combat can be frustrating at times. It's based on a turn based system like XCOM, but the percentages appear to sometimes not be totally accurate. Missing three 95% shots in a row can be rage inducing, but then again hitting three 5% shots in a row always feels really clutch. Get it on sale and if possible as the Gold Edition with all the DLC included as that gives you access to more characters and another campaign.

This game mixes (light) strategy gameplay with turn based combat, it's quite fun. It's definitely very charming however and you'll find characters you love and hate... and hey, this game allows you to kick the heck of the the KKK which immediately makes it great.

It's like if XCOM, Empire of Sin and Tropico were all blended up in a jar and consumed. I got it on heavy discount - like $5 or so for the game plus all DLC. Definitely worth the price at $10 or less. Grab it on sale !!!

I love this game. It's a basic turnbased game with lots of flair. It very much has that retro gangster vibe. It has tons of characters to choose from each with their own unique abilities I think about 25 or perhaps a bit more. How you mix and match them really changes the way you play. A brawler, bat, knife, rifle, pistol, shotgun or even a tommy gun are all lots of fun and very different.

There is also the sandbox side of things where you run a bootlegging empire. You take the missions as they come while you are playing the sandbox part. You can also do drive by's during this time, but watch out because before to long the heat is on you and sometimes you gotta bust some folks outta jail which is always fun.

The story is pretty solid, and the music and art are very fitting. The base game is a bit easier, but the expansion with the rival gangs the difficulty goes way up so keep that in mind if you play that. You might need to adjust the settings to a bit easier because even on normal they are very tough to beat till you get the hang of it. Even once you know what to do turning it up is hard and can lead to losing missions. You were warned! :)

To me this is right up there with wasteland 2 as a good gun based TB game. If you enjoy this era you most likely will enjoy this.

MUST HAVE!

This game, although I only have limited hours on it plays much better than newly released EMPIRE OF SIN. I like how this game allows customization of your characters and the game feels more authentic to the time than EMPIRE OF SIN does. I would rate this Prohibition era, Booze Making, Crime Running Sim a 7 out of 10 for the entertainment and replay value of Omerta.

Simple and unimaginative gameplay that feels like a mobile phone game. Only very basic management, and arbitrary combat. Don't worry though - you cannot lose in this game! Just repeat until you win, or get bored because all missions are almost the same anyway.

One of the most underrated games I've ever played. It wasn't what I or many others were expecting, but despite that, it's a legitimately fun game and I have played through it twice, and will go back again in the future.

This game may get hate. but DAMN is it a time killer, its enjoyable as hell if you have actual patience and enjoy some classy ass music and tactical turn base game play from time to time.
Definitely would recommend for those who enjoy mafia type games.

Omerta tells a story of mafia and lets you develop a little empire of crime. Game is splitted via scenarios, reminds abit pizza connection. Game has a good climate, combat is easy but sometimes challenging. Mechanics are well written as well as story. Really worth buying.

great ideas, but horrible execution.

the game is a 50-50 mix of city resource management and a x-com style strategy rpg. the resource management is almost too easy until you get to the japanese storyline, which is more challenging but also a total nightmare. the x-com portion of the game is total garbage - enemies spawn without warning, the turn order can cause one of your men to die before at spawn, your shots always miss, and the bonuses for level up are too low for the storyline ramp up.

add this bad gameplay with an unpolished ui, repetitive soundtrack (it's maybe 4 songs), terrible and repetitive voice overs... there isn't anything here worth your time. just play x-com, cities skylines, or mafia ii instead.

i remember why i uninstalled this game. If you like playing turn based shooters and losing for no reason this is your game! it doesn't matter that you have 80% chance to hit because you'll miss every time guaranteed. oh that 13% chance to hit for them? they'll hit 4 times in a row nothing but fuckin net. But i can sleep well at night knowing that i didnt make this game, because i would certainly feel like a bozo.

Actually this game is realistic, fantastic gameplay.

Few things. Devs listen and make a sequel but include the following.

1. Make Much Bigger Maps and Districts for Sandbox.
2. Give us more Character Types to hire and More Building types and Vehicles.
3. Give us More Re Doable Missions. There are alot more ways to make money like a Free Roam Area.
4. Make an area where you can do ( a Major Heist or a Larger Family Feud 30-40 enemies)

Concept is great mechanics are good but add the immersion.

I'd really like to recommend this game, but I can't. I love the mafia theme, I love strategy games, but it's just not worth it.
The battle system is not bad. Its like a nerf in the 'Silent Storm' game battles, but you can't jump trough windows or destroy buildings. Oh, and you need to always move and then atack, in this specific order. If you act first, you won't be able to move in this turn.
The game map is kinda small. in 5 minutes, there is no more places to get for illegal business. and its not a whole city, you just play in a specific neighborhood.
The management is nothing very deep. you buy a place, settle up your business, upgrade, and thats it.
The drive-by option in game is STUPID. you buy a place, settle your business, spend a lot of money, and then your rival just does a drive by there and GETS THE PLACE FOR HIM. THAT DOES NOT MAKE ANY SENSE AT ALL! (the drive-by is an in-map option that take 5 seconds to be executed). then you do a drive by back and get the place back for you. you hire goons to guard it (by this time you've spent all money to settle the place up again). then your rival does a drive by to kill your goons and another to get the place back. and finally everyone just start doing drive bys all around the city and hopping there will be enough money to bribe the cops, or you'll need to play a mission to kill a witness.

in the end, it becomes a game of drive-bys and killing witness (in the same mission forever)
it had the idea to be a great game; was executed as an ok game; but unfortunately some key points of the gameplay turns it to an.. annoying game

Man oh man, this game is not good what so ever. Combat is utter garbage, voice lines are also garbage. While I do enjoy building the empire, I want to stay far away from the combat, there is nothing, and I mean nothing good to say about the combat. Your shots never hit, and when they do they do no damage. You are always out numbered and the A.I. hits their shots all the time. The voice lines are so annoying and so stupid that I had to turn them all the way off. I got this game because I was excited for Empire of Sin and Gangsters: Organized Crime is outdated and can't run on modern PCs.

A Pleasant Surprise



I saw the mixed reviews and wasn't expecting much of the game, but was actually pleasantly surprised how good it is. I can see why it got the mixed reviews though, as it has shortcoming but it is still very much enjoyable if you know what you are getting yourself into.
Basically the game is divided into two parts: XCOM like tactical combat and business management sim. On its own these two parts are not very special but luckily the game is more that the sum of it parts.
Omerta was developed at the same time as Firaxes' first XCOM and as a result the combat feels a bit dated compared to what X-COM brought to the table. It may feel a bit simplistic at first but it gets the job done and improves as you unlock characters and abilities.
The business management part aged better and no wonders, as the devs also made Tropico 3 through 5, although it's not anything as complex as in these games, and for a good reason (there is enough complexity in the other mechanics). What's interesting about the business management part is that unlike other games in the genre, very few of the businesses you build have any upkeep/maintenance cost, meaning that once you establish them you just reap the rewards. The way it is balanced is with the police breathing down your neck. You can deal with the heat in several ways, but the most common one is by bribing them, with every consecutive bribe being more expensive. And here comes the biggest flaw of the game. You see, the game is most fun when things don't go your way... when you desperately need money and have to participated in bank heist, raids of independent businesses, have to rescue gang members from the prison and so on. The thing is that all these activities raise your heat level with the police, so you are incentivized to avoid them when possible. To put it bluntly, the game provides you with many fun opportunities but the most efficient way to play is by avoiding them. Well, this is reason enough not to recommend the game but the issue is fixed in “Japanese Incentive” DLC (which is a big improvement for the game in every way) as it introduce enemy gangs that attack your businesses and build ones of their own. These gangs are far bigger threat than the police and this puts you in constant pressure for money and provides the much-needed incentive to take part in the fun criminal activities.
I see in the other reviews, that there is a complaint that you do the same thing over and over again in the campaign. I actually find it well - balanced in that regard as it tries to steer you and introduce to different types of businesses. It is true however, that there are times when you are just waiting to accumulate the required money or other resources.
The biggest flaw for the campaign is that you gang member level up only on predetermined story points. Without the level up reward of combat that often leaves you in a situation where you are judging the risk of you gang members being injured and captured against the resources you will get and often it is not worth it. This problem is not present in sandbox mode as there you gang member level up after every battle.
To sum it up it is a game with nice atmosphere and variety of mechanics but with some obvious shortcomings as well.

The Strategic Layer has no difficulty whatsoever, just make bank and buyup businesses, your opponents never fight back.
The Tactical Layer provides the only challenge in the game, and only until your crew has a few levels and new weapons. And even with a more DnD style statistics, its not half the game that X-com is for tactical difficulty.

This game has all the right mechanics in place to be a good update to Gangsters - if it would add a layer of difficulty to expanding across the map, I wouldn't expect a $40 game to outdo X-com's tactical greatness though.

Without the DLC (Japanese Incentive) a bit mediocre due to the lack of competition on the strategic layer. But the DLC campaign and sandbox (from the DLC?) is actually quite nice because of the rivalising gangs.
Beware: Just like XCOM the game is really RNG heavy on the tactical layer.

Are you searching for a very fun and entertaning game for a low Price? This Game is one of them! The Graphics are are amazing and the gameplay is amazing. A perfekt mix of Building , Investing , and Round-Based fighting. I didn't expext this game to be so much fun! For real - this is a real Diamond! Trust me , you will not be dissapointed of spending the little money for what it gives you back ^^ ( Warning - You should be a bit familiar with these type of Games ! )

I understand many people don't like the repeating game mechanics, but for a Prohibition Mafia game its not bad. Managing businesses that rely on each other, interesting dlcs, and good voice acting. even the soundtrack is well done, but yes you are starting from scratch with each level. You have a limited amount of grunts, but all with different backstories and powers. Trust me, if you get excited easily with crime management, its worth getting

Game is actually way more addicting than you would think. Fun gameplay - even if it does feel like the paid version of a free app. This is almost more like a game that would have been great to play in the 90's and early 2000's but gets passed over for bigger budget games.

A neat time-waster, best bought on sale.

It has some fun components that add up to a fairly decent experience, but there are some rough edges, particularly the turn-based combat; this is no xcom, but I never experienced any bugs or anything truly broken.

After investing a few days' worth of playing the game, here is what I can say in a nutshell.

Pros
+ You are the boss and you can play your character.
+ The voice actors' accent fit the era and area.
+ Employs a turn-based SRPG. Could have been better though.
+ Story is good. Realistic in terms of [spoiler]betrayals[/spoiler]. Classic oligarchy trope.
+ Best selling point: If observed, NPCs most of the time drive properly.
+ DLC is a LOT better than the main campaign. Story-wise and gameplay-wise.

Cons
- No aesthetic customization for your character/s.
- RNG sux. Expect copious amount of misses for an 80% chance to hit.
- Weapons are too few. Variations are merely improved upon an original variant.
- Making moola is too easy. No challenge at all.
- Upgrades on the home base is next to insignificant in single player mode.
- Gets repetitive after the first two non-tutorial missions.
- DLC is a lot better than the main campaign.

I'd still recommend it to those who like the lore of mafia. Just don't get it at full price tho.

Half-baked and buggy. You should stay clear of this game unless you are a fan of squad tactics or gangster themed games (or if you are a masochist). Then you might be able to enjoy Omerta to some extent. Unfortunately none of its meaningful aspects are well developed. There are lots of detail on the streets but neither the combat nor the management part got enough attention. Good ideas can be found here but for this reason this game might be a better subject of a case study than good old fun.
