Über das Spiel

The release of Panzer Corps also marked the return of a long-neglected gaming formula, which still had a large and loyal following. Its spectacular success brought an almost forgotten genre back into fashion, it inspired multiple clones and literally gave new life to an entire market.
After over five years of expansions, mods, challenges and tournaments, a brand-new instalment of the franchise is ready to take the strategy gaming segment by storm again. This time, with even bigger ambitions.
Panzer Corps 2 is currently in development using Unreal Engine 4, to allow an impressive leap forward in both technological capabilities and visual impact. Hundreds of World War 2 units will be shown with a level of quality and detail never seen before in a wargame.
The move to a fully 3D engine is a natural evolution of the game, but the core gameplay will always remain true to its roots: pay tribute to the classic gameplay of a distant golden age of strategy gaming, refine it, perfect it and use the most recent technologies to enhance these experiences and bring them to a new generation of gamers. In other words, strike the perfect balance between tradition and innovation, both in visuals and gameplay.
We will disclose more details about the game as we move through the development process and we’ll be updating this page with features, images, screenshots and more.
Just as with the original Panzer Corps, we want you to be part of the development process. There are still chances to incorporate your ideas and suggestions into the game, so come to the forum and tell us what your dream Panzer Corps sequel would look and play like.

Die Balance dazwischen wurde nicht gefunden so das ich dieses Spiel nur Super Hardcore Spielern empfehlen und nicht allgemein. Durch solche Unausgewogenheit werden die wenigen rundenbasierten Spiele welche es noch gibt in der Ansicht des Mainstreams leider heruntergezogen.
Der Rest (Grafik, Sound etc.) ist 1a (Unreal Engine eben), aber meiner Meinung nach auch nebensächlich für rundenbasierte Spiele.

Aber wenn einem der gegner bei Schwierigkeit Normal, und es gibt noch 3-4 drüber Panzer ohne ende an den Kopf wirft macht das spiel einfach keinen Spaß mehr, weil die Ausgewogene Armee die man sich hochzüchtet aufeinmal von Drölftausend Panzern in der Wüste überrollt wird.
Wenn man nicht gerade den Rundentimer aus macht, hat man da später einfach keine Chance mehr.
Das SPiel kommt mir nicht wirklich gebalanced vor. Und dass der Sprecher nur Englisch mit bescheuertem Deutschen akzent spricht ist ja auch mal n riesen witz, wenn man schon die Deutschen spielt.
Keine Ahnung, echt nicht mein Ding, da ist das Combat System in den Civ spielen viel viel ausgefeilter.

I was even playing the old Panzer General series up and down and even that was in some regards more intelligent, then the illogical behaviour and and endless producing of troops and other unexplainable randomness.
I really tried to play from different aspects but thats it...

Größenverhältnisse der Fahrzeuge untereinander stimmen nicht...
Nett ist die Camo Funktion. Tiger oder Panther schneiden genauso schlecht ab wie Panzer 3 im Panzergefecht mit Char B o.ä.

Bei mir kommt leider nicht das selbe Feeling auf, dass durch Panzer Corps 1 oder früher durch Panzer General 2/3d in mir hervorgerufen wurde.
Mechaniken sind zwar ähnlich und auch das Konzept im ganzen gleich, aber leider fehlt mir hier was unbestimmtes und dadurch auch der Spaß am spielen

Der Strategiesektor ist ja recht rar geworden was gute und innovative Spiele betrifft. Bin von iron harvest recht enttäuscht, Sudden Strike 4 hat mich auch nicht aus den Socken gehauen... Panzer corps 2 ist da genau das Gegenteil. Man muss viel mitdenken, Strategien entwickeln. Es fesselt einen vor den Bildschirm und die zeit verfliegt wie im Fluge....
Die Grafik ist sehr schön, Performance ist toll. Der Sound/Musik passt super. Einzig die englische Sprachausgabe der Generäle passt nicht so ganz ins Spiel. Und das Tutotial ist halt schon sehr dürftig, das geht besser. Das wars aber schon mit der Kritik.
Tolle dlc, und auch nicht überteuert. Empfehle ich gleich dazu. Sehr viele Einheiten und Maps. Es gibt Verstärkungen, Helden, Schiffe, Flugzeuge... die Möglichkeiten sind hier riesig. Sogar der Zufallsfaktor lässt sich einstellen bzw. deaktivieren, eine feine Sache. Multiplayer, Maps gegen Ki.
Riesiger Content (dlcs empfehle ich gleich dazu). Selbst die Kampagne ist nie gleich, da man oft mehrere Angriffsmöglichkeiten hat, wie Norden oder süden. Benötigt also mehrere Durchgänge, damit man alles sieht. Toll gemacht!
Kann jedem Strategen das Spiel nur ans Herz legen. Viele, viele Std. garantiert, mit einem sehr hohen Wiederspielbar Wert. Nach coh/&2 hat mich kein Spiel mehr so gefesselt.

Ich spiele seit PZ General diese Reihe, Panzer Corps war ein wirklich super Nachfolger auf die SSI Reihe.
PC2 ist leider PC1 mit
Mieserer Musik & Miesem Sound
Komischer 3D Grafik, die aber irgendwie weichgezeichnet, verwaschen wirkt.
Es war doch eigentlich ganz hübsch in PC1.
Missionen... bisher identisch zu PC1.
Okay, der WW2 ist natürlich gleich, aber man hätte ja zumindest andere Karten nehmen könne und andere Schlachten.
Oder halt gleich ein neues Szenario, z.B. einen WW3 oder Pazifik oder WW1 oder wie auch immer.
Inhaltlich ist dies aber eine Kopie von PC1.
Technisch hat sich kaum was geändert, meiner Ansicht nach sind viele Punkte die neu sind, nicht so sehr entscheidend für das Spiel und wirken sich nicht sehr aus.
Das Menü und das Handling sind eindeutig schlechter als vorher.
Die AI, war schon PC1 nicht soooo super, aber hier ist sie im Grunde nicht vorhanden.
Einziger Lichtblick ist der MP, habe ich noch nicht ausprobiert, könnte das Spiel retten.
Wobei es ja eigentlich auf eine SP Kampange ausgelegt ist, daher eigentlich nicht unbedingt MP geeignet.
Schade.

ABER was immer wieder NERVT ist wenn ich ein Spiel kaufe das auf deutsch sein soll , dann doch bitte komplett und nicht teils auf deutsch und dann wieder englisch .
Es kann doch nicht so schwer sein für Geld DAS KOMPLETTE SPIEL AUF DEUTSCH ZU MACHEN WENN ich es als solches kaufe ....

Im direkten Vergleich zum alten Panzer General verliert dieses Spiel eindeutig, Die immer gleiche Kartengrösse und die eher kleine Armee die sich auch nicht Nenneswert vergrössert macht das Spiel schnell langweilig. Durch die sehr geringe Menge an Einheitspunkten wird einem jede Möglichkeit genommen sich zu entwickeln oder das reichhaltige Angebot an Einheiten zu nutzen. Prestige und Kampferfahrung sind so gut wie wertlos geworden(nach 11 Missionen 80000 Prestige und kann damit nichts anfangen). Überstärke kann man zwar theoretisch kaufen aber dann führt man wirklich nur noch 12- 14 Einheiten durch die Kampange.
Alles was die Reihe bis hierhin Interessant gemacht hat ist rausgenommen worden und durch einen Rollenspielfaktor(Helden und Generalsfähigkeiten) ersetzt worden. Und das ist gründlich Misslungen.

Insgesamt ist Panzer Corps 2 weder eine neue, grosse Herausforderung noch durch neue Konzepte etc. besser geworden, als dass man von Teil 1 auf Teil 2 wechseln müsste. Schade.

+ Das alte Spielprinzip durch Kleinigkeiten wie z.B. Helden Umfangreicher gemacht.
+Große und lange Kampagne mit vielen Schauplätzen und durchdachten Aufgaben
+ Viele Einstellmöglichkeiten
+Die KI fordert...
- ...und wird die meisten Spieler frustrieren.
- Langweilige und dröge erzählte Einsatzbefehle(nur auf Englisch mit Untertitel)
- Erkennbarkeit von Flugzeugen auf dem Schlachtfeld
Im Grunde war ich dem Spiel immer Positiv gesinnt.
Aber nach beenden des Berlin-Einsatzes wirft einem das Spiel ins Menü ohne Rücksicht auf Atmosphäre zurück.
Das war es?! Diese Enttäuschende Einsicht ist rückwirkend leider für das ganze Spiele so.
Panzer Corps 2 ist kein schlechtes Spiel. Aber, leider ein Atmosphärisches Soldatengrab.
Trotzdem haben mir die Einsätze Freude gemacht...

Unit Balance is aweful Panthers and Tigers getting owned without any chance by Humber Armored Cars and Honeys while hardly do damage in return. Scenario balance is achieved by just add 3-5 times the max units you can bring to the map on enemy side. Pointless to have arty since it brings nothing against entrenched enemys and cant nearly supress anything same goes for airforce. Other than fighters are pointless cause enemy always have 3 times your planes and dominate the map at any time. Dont even bother to use any other infantry than pioneers cause only them are usefull against entrenchment and deal any damage to enemy infantry. Time limits in scenarios have no real function anymore cause no matter how good and fast you are it change nothing unlike in the predecessor where you are able to unlock special scenarios or alternate war operations like invasion of USA.
Panzercorps 1 even not as eyecandy was way better balanced than this one and is atm way cheaper in gold edition than this one in FM edition and has way more content. Really sorry but hands off at this moment even would refund if the retailer i got this from would be open and not closed due to corona.

1. Cool graphics and captures the history

Now where I am stumped...
1. I would say that it is SORELY in need of an update. Game has crashed 2x so far after about 10 games of learning. Once when I had to quit a multiplayer game and it locked up. Another time the game quit when I won a single player game, it crashed and then I pressed the button to send the unreal engine crash report it crashed again
2. I would ask it to be able to skip the battle animations if desired. Other games of this ilk have that option
3. An in-game tutorial at least with text boxes would be nice instead of YouTube video links ;)
** OVERALL very well done to the design team and would be worth FULL price if...

Got bored one day and decided to buy, to give it a chance.
Got glued to the screen after the tutorial.
Got barely any sleep before the work the next day.
Did not regret a single second of sleep time spent on this.

Pros:
Lots of detail on units
Useful tooltips
Lots and lots of battle scenarios, including at least two completely different playthroughs.
Combat mechanisms make sense
Cons:
Combat elements get a bit repetitive- you only feel like providing air cover to your artillery so often
AI strategy feels a bit contrived- on normal difficulty the AI generally sits around until you attack the prepared defenses, for the early games
Economy unbalanced- you constantly seem to need to fix units and then you get walloped after the first full campaign.
It's OK but not worth full price.

DISCLAIMER: I WAS A BETA-TESTER FOR THIS GAME:
I put almost 700 hours into the original game, and I beta tested this sequel, but I held off on purchasing as I burned out on the genre. Running on Unreal engine, PC2 is the modern-era’s version of Panzer Corps.
You play as the Nazis during WW2 as you go through the campaign to invade most of Europe. You have a host of infantry, tanks and various other units you can build as your core army that you take from battle to battle.
There are quite a few upgrades to the gameplay, notably an overhaul of the use of planes, making more use of Anti-Tanks and Artillery units, a more important role for recon units and so on. The changes are implemented with a brand spanking new campaign, which starts with the invasion of Poland and then allows you to choose to go to Afrika or Russia, and if you do well enough, you branch off into a-historical Nazi victory scenarios.
There is plenty of meat in the campaign, many early scenarios offer alternative routes and tactical styles, whilst the a-historical and historical routes mean that there are lots of opportunities to replay the game.
Overall, it is a solid package, that is worth the entry price for both new and old fans of the game.
For those wanting to know the changes more in-depth;
Aircraft now ‘base’ at an airfield on the map, and always refuel and rearm every turn, so you don’t have to keep tracking them. You just launch them into their sorties as you want. As you progress, you rebase them to other, better airfields.
Anti-tanks now offer counter-fire, like an artillery unit, but only against tanks/vehicles, which makes them more useful as a defensive and offensive tool compared to the first game, where their towed nature made them fairly difficult to use on the offense. Artillery now counter-fires against soft targets only (infantry) unless they are the type artillery that can offer anti-vehicle fire, in which case they will counter-fire against tanks, or both tanks and infantry. Some artillery even counter-fire against artillery fire!
Recon units now offer an accuracy bonus vs enemy when nearby, making them useful forward observers for planes, artillery and your other attacking units. There are even recon planes now!
The upgrade tree is now a flat cost to upgrade across all variant units, rather than cheap if you upgrade ‘in class’ and expensive ‘out of class’. Which should allow for force flexibility and army building.
You even get to create your general avatar and add conditions, such as strengths and weaknesses, which can radically change the flow of the game. For example, you can put in a rule that prevents you from ever owning an air force, or make your AA units super-powered. There’s a lot of thought and flexibility put into this sequel, and they are working on the DLC Grand Campaign, so this is a game with a lot of long term potential as well. Definitely one for war game fans.
Downsides: Originally I complained about performance issues, but these seem to have been fixed as of August 2021.
Downsides: The Grand Campaign modules seem to be getting a bit of a mixed reception, unfortunately, but ignoring those, the base game makes up for a solid campaign experience so far, and is a worthwhile entry. Do more research before jumping into the DLC however.

The UI is overdesigned, and feels like playing with toy soldiers instead of commanding units on a battlefield. It's also difficult to recognize the units. For example a Me-109 can only be told from a Ju-87 after a close look. (FYI Slitherine, no Stuka ever had a yellow nose. But it's a great idea to annoy the player.)
The terrain is difficult to oversee, controls are clumsy. There are some outright idiotic changes to the original game, such as having to manually assign all aircraft to airbases, or they'll keep going back to their original one.
It's a very silly idea to let dead units stay on the map. Fortunately it can be turned off. But do so before you start the game, or the ones already dead will stay there, no matter you turned off the setting or not.
Another big minus is the music. It's super annoying, and better kept off. A far cry from the classic Panzer General and old Panzer Corps score.
I'd give neither thumbs up nor down, but there's no such choice. Okay, let it be a thumb up. But not a whole-hearted one.

I’m willing to sport the idea a surrounded unit 'could' try to run in panic, but not without the surrounders getting in some free attacks of opportunity. In Panzer Corps 2, they simply retreat, free of charge. And they can do it repeatedly. This leaves your units lowering their weapons and looking around in confusion. “Hey, vhere’d zey go? Scheiße! Zey retreated again! Hey Hanz, how do you disarm zis Stielhandgranate? Vhere are you going? I… BOOOM!”
Can you imagine if our prisons were designed this way?
This poor tactical feature has managed to take a good chunk of the fun out of this game. Combine it with all your planes resetting after every turn by flying back to the nearest airfields, and you got yourself a frustrating mess.
The good part about being surrounded by bad design decisions? I can retreat—without a scratch—to Panzer Corps I where I actually enjoyed myself.

The game map is overlaid with a hex. Each unit has a different number of available moves. When you click on a unit, white dots appear around it to show the range of movement that's available.
As units fight, they take casualties which is shown by the unit's decreasing strength. During your turn, you have the option of moving your unit, moving and fighting, or reinforcing it.
Each ground unit has a zone of control. You can surround an enemy unit simply by placing two of your units on opposite sides of the opposing unit. Units that are cut off CANNOT resupply.
Air units include scouting planes, fighters, and bombers. The planes are based at airfields. As with the ground units and sea units, they have a range of movement. As with the ground units, fighters and bombers (but not scouts which are unarmed) have the ability to fly and fight or fly and bomb or strafe. If your forward lines have advanced beyond the Air Force's ability to provide support, the planes may be staged forward if you have overrun an enemy airfield.
This game may be played at various levels. Prior to playing I strongly recommend that you go through the tutorial. Each tutorial is linked to a short YouTube video that provides detailed information about the type of game play in question.
I like this game because of the combined arms feature. An enemy unit can be destroyed using combined arms by first hitting it with a tactical bomber like a Stuka. Artillery fire can then pound this target. Infantry may launch close assaults. If the unit is entrenched combat engineers or pioneers have access to demolition charges and flame flowers. Tanks could also be used though they're better in open terrain than against a fortified position or an infantry unit that's in a city.
It's a lot easier to destroy an isolated unit than a unit that's in line abreast with other units. It's also a lot easier to use your tactical bombers if you've first wiped the enemy fighters from the sky. You may do this by combining multiple fighter attacks upon enemy fighters. If you have anti-aircraft guns within range, they can also provide supporting fire.
Each time you take an objective, you receive funds. Funds are used to pay for reinforcements. You may also use these funds to purchase replacement units if you lose units in combat.
There are all sorts of scenarios that may be played. You may also play in campaign mode and invade Poland, France, Russia etc.
All in all, this is a fun game that I would recommend to anyone who likes the old board games or war gaming with miniatures.

What still ruined this game for me though was the terrible AI. Your opponent never cares for his own losses but throws half of his force at you during the first 3-4 rounds without any care for survival – his only objective is to damage your most expensive units, even if it costs him all of his own. So the main point in literally every scenario, even the ones that should see you attacking him, is to form a strong defensive position at the start, deploy many AA-guns and ATGs and wait till the AI has butchered his own forces trying to damage yours. Having killed his first wave, you repair your own units and the scenario begins in earnest. To still keep the game challenging, the AI usually has far more units at his disposal, half of which are guarding important positions, waiting for you to activate them by approaching. But the basic problem remains: An enemy unit either guards its position to the last or goes into kamikaze-mode once activated. You never get the sense of a real opponent at work who would care for the survival of his troops – his only goal is to damage or kill a few expensive units of yours, even if it costs him all his own.
So if you like nice graphics, turn-based strategy and a ww2-background, this game might still be for you. But if you like smart strategy, flanking maneuvers, clever planing, logistics and an intelligent AI, you risk being disappointed. This game is merely about attrition, not strategy.

Why are stacking limits still a thing? Because that's how it was in Panzer General. Why are unit caps still here? Because Panzer General. Why is the AI still allowed to cheat and just draw from an endless prestige pool? Because thats how it worked in Panzer General. Twenty five years after that game and all the current developer can come up with is better textures and sound effects. Some ideas are cool-like unit splits-but an unwillingness to compromise the basic elements of the PG mechanics means it's use is fairly dubious in a game which builds such imbalanced scenarios all the time. There's no real freedom in how you play, just optimal strats you can look on up a YouTube playthrough.
It's not bad overall, if you liked Panzer General and Panzer Corps you really have nothing to lose signing up this time around. It needs more options and configurable settings for gameplay elements I think but anything you want is reasonable enough to get with its many editors for both units and missions.

Shots, exploding bombs and falling planes are sound great.
Excellent choice of killing machines at hand - there are several viable tactics to lean to and use in missions.
Missions themselves are quite shallow - almost no special objectives, and little to none meaning of few existing ones.
Vehicle and plane models are impressive, especially for wargame,
All and all this game is quite addictive and fun. Often I found myself way too late in the night playing this.

It's a pretty good upgrade over the first game. The core gameplay is identical so you can easily jump into it and understand everything immediately if you've played the first. The graphics are (obviously) a significant improvement, as are the sound effects. Something that annoyed me about the first game is that all shared unit types only had one (1) sound effect when in combat - all infantry units sounded identical and so on - this is not the case in the second and that is very nice. You can tell the difference between german forces fighting with bolt action k98s and mp40s and us troops shooting their m1 garands. The same applies for different vehicles and the like. Also: DEAD UNITS CAN REMAIN ON THE FIELD AFTER THEY DIE! YES!!! Finally, it looks like a battlefield!
Overall, I really like it. The UI is vastly improved, the graphics are beautiful, the sound effects are great, and I'm enjoying it.

Lets start at player aircraft and artillary doing no str damage to units and minium suppression.
Enemy inf or cav in the open taking little to no damage from tanks(no entrenchment).
Player Inf getting getting ripped apart in favorable conditions.
Enemy Units always being over str.
I have not enjoyed his game. Save your money.

I like how units use more core slots based on type and over strength value they posses. That way you dont just have an army of over strength tanks and arty ...
They also revamped the leader system adding both unit medals (adding specific bonuses to that unit like + 1 hard attack) and heroes that add a bonus to the whole unit.
The heroes add things like unit takes 50% normal core slots, unit prevents adjacent enemy support attacks. Heroes can be assigned to the unit you think they will do the most good they are not randomly assigned. They also finally allow two units to swap places rather than having one move then the other move, thus making it impossible to have to adjacent units just swap spots.
Another neat feature is letting you pick general traits that are with you for the whole campaign. Things like industrial connections get 15 additional replacement points worth of prototype units starting with the second battle of the campaign. There are positive and negative traits, the negative ones let you pick more positive ones.
Ohh and one more thing you have the undo button that gives you a certain number of undo moves per turn based on the difficulty setting you have set up.

On the other hand. The strategy layer of the game is still awful. The new changes over core slots just kill the prestige system. Turn limits are pretty ad-hoc, usually not constraining enough. I could go on.
Graphic is nice enough for a turn-based game, but the usability is frustrating because of the 2D-3D mode change depending on zoom level.
I was also disappointed that the Grand Campaign wasn't converted from PC1 to PC2. I won't wait around for that, and not willing to pay several times the cost of the base game for it - again.

From technical point of view, game is generating very high CPU load, and crashing time to time. Not fixed since release yet.
I doubt I will buy any DLC.

The most annoying thing is the way slots are managed. Prestige points are virtually meaningless. So, if you actually create good units, you only get like a half dozen. You have to let the enemy come at you until you destroy them all in order to win, and that is on the easiest settings. It is totally messed up, it makes the game unrealistic and not enjoyable.

Also, I like the fact that it's easy to change the variables in the excel unit file (C:Program Files (x86)SteamsteamappscommonPanzer Corps 2PanzerCorps2ContentDataunits.cvs).
Just open up the unit file with excel and change things to your liking; for instance, I like to give my heavy infantry (grenadiers) the machine gun trait (traits are on the 29th tab to the right labeled traits). The possibilities are limitless, change attack strength, movement, faction, year available, etc.. I even played one time swapping many of the German units for American units (I also changed the flag to American by editing the factions.cvs file...remember to always save the original files, so you can always switch back in case you mess up). Again, I really like the fact they made this game easy to mod units.
Below is a list of modifications I like to make to various units:
Fallschirmjager - Camouflage trait (because paratroopers are sneaky as hell...I know, because I used to be one)
Gebirgsjager - PhasedMovement trait (because alpine infantry walk past the enemy like ninjas)
Grenadier - MachineGun trait (because heavy infantry uses heavy weapons...hello...MG 34)
Kradschutzen - I like to change their class to infantry and add the Overrun trait (nothing funner than watching a heavily armed military biker gang over-run a group of weak units...oh the sound of Harleys (actually BMW R12 Combos) and machine guns bring happy tears to my eyes).
As I previously mentioned, this game is wicked fun and modding units makes it even more wickedly fun.

Beer and Pretzels , yes , semi-hardcore, yes . It hits both of those tiers of war gaming , depending on your choice of the difficulty setting. PC2 gives the hardcore grognards a challenge at its highest difficulty but also adds a lot more fun than stress , and at the same time lends itself very well to new or casual war game players.There is something here for every level of war game player .
Most of all , it is just plain FUN to play !

An addictive World War II game using an updated and new version of the original Panzer Corps (PC),
Several Campaigns, Scenarios, Multiplayer.
Historically accurate and well presented...You will learn history.
Good graphics, maps, animations.
Tough AI in some campaigns such as Kursk.
Challenging even on default difficulty.
The BAD:
Your right hand will get sore from clicking as you put in another marathon session :p

If you like Panzer Corps one, I give this game a very tepid thumbs up. If you haven't played the original Panzer Corps then buy that first as I think it is, as of right now, still the better game. While the graphics are now 3D, to mee the map and units aren't much more than a cosmetic upgrade which isn't why you are playing this game in the first place. I do believe that they did do a better job in balancing units overall than the first game. The interface is a bit more user friendly than the first game as well, which should be expected. One major step back in this game is that the scenario objectives are you win or you don't. There is no marginal or decisive victory, which I believe is a major loss to this game compared to its predecessor. The map graphics, while enhanced with 3D are less clear than the original game which is a problem. I find myself always having to look at each hex to see which terrain is this? I didn't generally have to do that in the original game since terrain was fairly standard. The new reserves system seems an entirely unnecessary addition unless they plan on doing more with it. Heroes are better but far fewer than the original game. They advertise so many new units but I feel there is no more units than the original game, perhaps even less. As the German player, you can't buy Italian units in the Afrika Korps portion of the campaign, at least not yet to the point I am at. Perhaps this is simply because they are counting their anticipated DLCs they will eventually put out. The biggest problem with the game is that you are paying for a new game that is functionally similar to the old, just with better graphics and a slight decrease in quality of overall game play.

There are some changes compared to Panzer Corps 2. For instance, now the main limiting factor isn’t really prestige, it is the number of slots to buy units. It is interesting.
A lot of reviews are very negative. People naturally dislike change but if people give the game a chance, they will enjoy it. The developers have done a good job.

The Good:
+Captured Equipment is fully simulated, and encourages encirclements and being careful with your captured equipment as reinforcements are limited to what you captured
+Overstrength separated from Experience, adding more customization
+General Traits that allow you customize you general from an general who can have more infantry or more tanks in their core, to someone whose tanks move slightly faster over land, etc. Makes each playthrough feel significantly different.
+Built-in encirclement mechanics: the game intelligent traces a supply route to the nearest supply base and if it can't the unit or group of units get encircled, getting progressive penalties and suppression by just sitting there. Now encircling the half a million troops in the Kiev pocket in 1941 is a thing
+Units take up a varying number of core slots: simply brilliant. Adds so many meaningful decisions and hard choices as to your force composition. It really does seem to promote more historical compositions, at least compared to before.
The Mixed:
~Heroes play a bigger role. You can assign heroes to whatever units you want, with 3 heroes in one unit. On the one hand they seem a bit ahistorical strong (but not imbalanced, just weird that a tripled hero Tiger will wipe the floor with enemies the normal tiger breaks even with..maybe it's historical, don't know). But in terms of gameplay, it really does add depth as you have a lot of meaningful choices to make as to where you put your heroes.
~The graphics are gorgeous, but poorly optimized. It's a mixed bag since strategy games don't need great fps, but it seems that the devs could have done a lot better because it struggles to get half fps I get in other unreal engine games with the same resolution (PC2 is based off unreal engine).
The Bad:
None for me. Maybe only 24 hours in the day lol? I started a new battle in my campaign at 11pm last night and when I glanced at the clock it was 4AM. No regrets. The game is that good.
TLDR: Get this game if you're a gronard. Period.

As long as this game remains so imbalanced and so inaccessible to normal players that do not wish to invest days for a single mission I cannot recommend it. Which is a shame because the units look good, and some mechanics like heroes or capturing equipment are fun.
Heroes are also a problem though because a good hero can vastly improve your units while a bad one does not matter at all.
Maybe buy it on very very big discount or play Order of Battle instead.

Firstly, it has a great map editor, you can create many maps, scenarios and fantasies. Moreover, using the map editor is so basic! Everyone can handle it. The next good thing is that so many units can be used in the game for each army. Each unit has unique stats and tactical advantages or disadvantages. The last good thing is that hexes created with a acceptable balances. If you play the game for 5 hours or more, you can easly estimate conflicts at the hexes.
In this paragraph, i will handle negative sides of the game. These lines might be longer... Firtsly, So many vital bugs there. I waited patches to fix them, but there is no fix from developers. You can not play multiplayer games more than 2 players. You have just 2 chances to play multiplayer more than 3 players. First chance is that you can select a mp scenario which depends on 4 players free for all. However, you must 4 players, no 3 or no 5. The other chance is that you can create a map with editor. However, it takes soo many times and problems. I am preparing a map for 2 hours to play 45 minutes. Not a great deal.
Another problem is there is no logical loading screen. You cant understand whats happening. Is the game loaded? or crashed? or just see a image?
Moreover, you can set a game with some settings in mp for first PC2's launch days. However, a patch came and create another bug. The patch gave to create password options for players in mp. HOWEVER, PASSWORD BUTTON REMOVED THE SETTINGS BUTTON TO HOST A GAME. WTF? You can not setup a game with special options even you are just 2 players.
Scenarios are so hard. All scenarios start a simple first level. You can pass it with slightly casualties. However, all level 2 maps of sceanarios are extremely hard and unbalanced. MOREOVER, THERE İS NO OPTİON TO JUMP LEVELS OF SCENARIOS. If you selected a map with hard mode, and fail in level 2. You can not change the setting to down easy. You must be defeated in the end of game. Changing to easy just seen in the end of the game. Are you kidding ?
Optimization is terrible, this game depends on TURN BASED, how can use processor nearly %100 when turn is mine. İ am not cliking or doing nothing. How is CPU usage extremely hgh? I can handle most of levels with low detail settings with 30-35 fps. However, i cant play Minsk Begration Operaiton with my friend. Terrible optimization when i ever seen.
Musics... There is no music, sounds are just sounds not bad. Menu design not bad. 2d Artwork is not bad but just a picture fixed all menus. Some unestimated crashes happens.
I played it nearly 40 hours even these problems. However, i stopped to hoping developers fix it. I stop my tie with the game.

To add fuel to the fire - I am only playing on level 2 one up from the lowest easy skill level setting of the game. I can only image the super unsinkable enemy ships I would face if playing at average or better skill level. Ships are not like land units, when damaged they can't out run an enemy attack or retreat to a better defensive position. It's in the ocean, so how is it becoming dramatically better when heavily damaged. I am so livid about the POOR naval combat that I am considering not playing the game. Oh, by the way I am only speaking of the naval combat in the Norway scenario. If the other scenario's which involve naval combat play this way I would want to ask for my money back!! This from a person who has over 3,000hrs of playing Panzer Corp. I actually went so far as to reinstall Panzer Corp just to compare it to the new version of the game. Did no one who programmed this version of Panzer Corp even check out how naval game play was handled in the original Panzer Corp??? I hope someone fixes the naval combat. If they do, I will be glad to recommend the game then. BUT, as it is; with this gross naval combat model - I can only say past it up. If you want to get the game and play just the land combat scenario's then fine. I feel they have done a good job with it. Sooo, disappointed!!!
