Difficult and aggressive rivals are now more likely to declare war on the player
[list]We have adjusted multiple behaviour reasons to make it more likely for rivals to start wars, including the smaller feuds
Specifically Neferneru and Concordia are now also more likely to ally against the player
The intention is to provide more challenge for players seeking it
Major city incidents are more impactful
Increased number of rioters to be defeated (Riots), increased number of people to be evacuated (Fire), increased number of sick people to be picked up (Plague)
Additionally, taking any such actions (defeating rioters, etc.) reduces the incident by only 1min each now
Major incidents will happen more often
