Balance

UX/UI improvements
- [p]⚡ Revamped decision tooltips for World Events.[/p][list]
- [p]Hovering over a decision in a World Event popup now shows two separate tooltips: one for the Condition and one for the Reward.[/p][/*]
- [p]Each tooltip includes a color-coded label indicating its category (e.g., Objective, Resource, Cost, Curse).[/p][/*]
- [p]Many tooltip texts have also been updated for clarity - for example, resource changes now clearly state that they apply to the entire Cycle.[/p][/*]
- [p]Scouts collect rewards based on their position in the UI, from left to right (leftmost rewards are collected first).[/p][/*]
- [p]Shift + Left Click moves a reward one spot to the left.[/p][/*]

- [p]To maintain the old balance, all traders now have a slightly shorter arrival time. By default, they should appear more or less every full year.[/p][/*]
- [p]The main purpose of this change is to make the effects that affect the arrival time of traders more meaningful.[/p][/*]
